CNAS Is to Launch Accreditation of EnMS CBs

In order to match up the policy of energy saving and emission reduction of Chinese government and support the initiative of energy conservation, China National Accreditation Service (CNAS) is to conduct accreditation of CBs of energy management system (EnMS) soon.
To this end, CNAS has carried through a series of research and development, formulated accreditation norms such as requirements for EnMS CBs. These series documents are based on ISO17021, with a structure similar to the frames of ISO/IEC22003 and ISO/IEC27006, and integrate the policies and laws in energy conservation of Chinese government, and fully consider the professional characteristics of energy management certification. Requirements are made for the knowledge and competence of personnel implementing EnMS certification, and for the management of EnMS CBs, for the control of certification audit process and legal compliance and the audit of multi-sites based on sampling and audit time, etc.
Since May, 2010, pilot of EnMS certification has been launched in China. The pilot program provided practical basis of establishing accreditation system of EnMS CBs. CNAS participated in the organization of and technical support to this pilot.
