On June 9th, the 3rd Certification and Accreditation Conference was held in Guangzhou, Guangdong Province, with the theme "Conformity Assessment: Innovation and Development of New Quality Productive Force". SHU Wei, Member of the CPC Leadership Group of the State Administration for Market Regulation(SAMR), Vice Minister of SAMR, and Administrator of the National Certification and Accreditation Administration (CNCA) and CHEN Liangxian, Member of the CPC Leadership Group of People's Government of Guangdong Province,attended and delivered speeches.

The meeting pointed out that in recent years, China's certification, accreditation, inspection, and testing industries have made significant progress, playing an important role in conveying quality trust, regulating market order, activating innovation factors, and facilitating economic circulation.

The meeting emphasized the need to strengthen forward-looking planning and focus on enhancing conformity assessment systems and testing capabilities for strategic emerging industries and future industries. It called for stronger quality control and the establishment of a unified, standardized, authoritative, and efficient qualification assessment system to promote industrial advancement toward higher value-added segments of the value chain. With an international perspective, it urged steady expansion of institutional openness in certification, accreditation, inspection, and testing, encouraged conformity assessment bodies and enterprises to "go global", and promoted broader international recognition of conformity assessment results, thereby providing high-level services for global industrial development. It is essential to enhance professional support capabilities, accelerate the improvement of institutional, technical, regulatory, and talent systems, strengthen testing and inspection capabilities in key areas, expedite digital and intelligent transformation, and Support the expansion of capacities and the enhancement of quality in the service industries.

During the conference, several reports and outcomes were released, including Statistical Data of the Certification, Accreditation, and Testing Industry in 2025, Release of Proficiency Test Results for Food Inspection and Testing Bodies in China and Belt and Road Partner Countries,Achievements Release Address on the China Accreditation Development Cause over 20Years (2006-2026), Report on Quality Certification Serving the Development of Strategic Emerging Industries, and China Soft Connectivity Development Index (CSCI) and Quality Certification Activity Index (CAI). Additionally,New Progress and Initiatives of Inspection and Testing in Promoting Industrial Optimization and Upgrading was announced. Institutional outcomes such as released of China Compulsory Certification System (English Version), Compliance Guide for Enterprise Going Global, as well as Norms for Certification Body's Operation with Integrity, and Norms for Protection & Management of Certification Body's Innovations were also released.

Representatives from relevant national ministries and commissions, international organizations, relevant departments and affiliated institutions of SAMR, relevant departments of the People's Government of Guangdong Province, local market regulation authorities, as well as representatives from testing, inspection, certification bodies and enterprises attended the event.
