CNAS’ explanation on how to obtain a “certificate of conformity” required byEcudor’s new technique regulations

Since Dec. 2013, numerous inquries related to the“certificate of conformity” requirements for certain products have been received, after severalEcudortechnical regulations was published recently. As an explanation, we are now providing the following information.

China National Accreditation Service for Conformity Assessment (hereinafter referred to as CNAS) is the national accreditation body of China unitarily responsible for the accreditation of certification bodies, laboratories and inspection bodies, which is established under the approval of the Certification and Accreditation Administration of the People’s Republic of China (CNCA) and authorized by CNCA in accordance with the Regulations of the People’s Republic of China on Certification and Accreditation.

CNAS is the member of International Accreditation Forum (IAF) and International Laboratory Accreditatin Cooperation (ILAC), and has signed the IAF Mutilateral Recognition Agreement (IAF MLA) and ILAC Mutual Recognition Arrangement(ILAC MRA), as many other accreditation bodies. The accreditation certificates issued by CNAS, within CNAS’ IAF MLA scopes or ILAC MRA scopes, towards certification bodies, laboratories or inspection bodies, are also recognized by accreditation bodies in other economies who have the same IAF MLA scopes or ILAC MRA scopes.

CNAS only responsible for assessing and accrediting those certificatio bodies, labortories and inspection bodies applying for CNAS’ accreditation, and does not evaluate any product and issue the conformity certificate for the product, which falls into the business scope of relevant product certification bodies. Because of it, CNAS recommend that you should contact with relevant product ertification bodies for detailed information on how to obtain the certificate of conformity for your product.

However, according to the information obtained by CNAS, the product certification schemes and/or standards utilized by product certification bodies accredited by CNAS are not fully in line with those schems and/or standards required by the Ecudortechnical regulations concerned. CNAS is conducting related research and communicating with related government departs, so as to help relevant certification bodies to satisfy the market demand.
